Strip-out or overlay
A full strip-out removes tiles, screed and the existing waterproofing membrane back to the slab, which is the only way to renew waterproofing and correct falls. Waterproofing is the part you cannot inspect later
The membrane, its upturn height at the walls, and the water-ponding test before tiling are the three things that decide whether the unit below yours sees a stain in two years. Ask for the ponding test to be scheduled and to be told when it happens.
Falls and the floor trap
Water has to reach the floor trap by gravity. A bathroom floor laid flat, or laid with a fall away from the trap, will hold standing water regardless of how good the tiles are.
The three-year rule in a new BTO flat
For a newly built BTO flat, HDB requires owners to wait three years before removing wall or floor finishes in the toilets (MyNiceHome). That single rule decides whether a new-flat bathroom is a fittings-and-surface change or a full strip-out, so it belongs in the first conversation rather than the last.
What actually drives the cost
Toilet cost is driven by whether the existing waterproofing is being renewed, the tile size and laying pattern, and the number of concealed items — a concealed cistern and a wall-hung pan cost more in construction than in fittings.
