A BTO starts from a finished shell
A new BTO flat arrives with floor and wall finishes already in place in the wet areas, so the early scope is usually carpentry, electrical points, lighting and the kitchen — not demolition.
The three-year rule on toilets
For a newly built BTO flat, HDB requires owners to wait three years before removing wall or floor finishes in the toilets. That single rule decides whether a bathroom is a finish-level change or a full strip-out, so it should be settled before any design is drawn.
Sequencing against key collection
The sequence that keeps a BTO on schedule is: confirm scope, apply for the permit where hacking is involved, order long-lead items such as carpentry and stone, then start on site.
