A gate is ventilation as much as security

Fixing substrate decides the job
A gate transfers its whole load into a few fixings, so what the frame is being fixed into is the specification that matters. HDB limits ramsets, nails and screws in flats to 6mm diameter and 40mm penetration depth.
The fire-escape rule
Replacing a main entrance door or frame along a fire escape route — a door opening onto a passageway such as a staircase or lift lobby — requires a renovation permit from HDB. That is a different category from replacing an internal door.
Window grilles are a safety item
Window grilles and their fixings protect against falls, and the fixing substrate matters more than the pattern. This is not a decorative decision.
