Kitchen remodeling companies in Singapore: how to compare them properly

No Singapore agency grades, ranks or certifies kitchen specialists, so a shortlist has to be built from records rather than reputation. Two official records are free to check before any meeting: HDB's Directory of Renovation Contractors, which is a licensing list rather than a quality list, and CaseTrust accreditation, which fixes contract terms rather than design taste. Everything past those two records is a comparison of written specification, of who physically builds the carpentry, and of what the contract says happens when something fails. Homeowners comparing remodeling kitchen companies in Singapore are really comparing two different things at once, a design proposition and a construction contract, and only the second one is checkable in advance.

No official register grades kitchen work

HDB publishes its Directory of Renovation Contractors as an open dataset on data.gov.sg, and the file itself answers the question. The copy managed by HDB and last updated on 24 March 2026 lists 2,708 companies across exactly seven fields: UEN, directory reference number, company name, address, postal code, email address and contact number. No field records a trade specialisation, a grade, a rating or a project history, so the register cannot distinguish a company that builds kitchens every week from one that has never fabricated a carcass.

HDB is explicit about the limits of its own list. HDB's guidance on looking for renovation contractors states that "HDB does not endorse nor guarantee the quality of their works", and that engaging a listed contractor "is a private contract between you and the contractors, and HDB is not privy to it". A company that markets itself as "HDB-approved" is claiming a status that does not exist, which is itself useful information about how the rest of its claims are made.

The nearest thing to a graded construction register serves a different market. BCA describes the Contractors Registration System as "Singapore's nation-wide registry of construction firms", and states that there are "about 50 types of workheads, grouped under five main registration groups", with firms registering in order to tender for public sector construction projects or to hire foreign construction workers. A grade in that system says nothing about whether a firm can build a domestic kitchen well.

The two records worth checking before the first meeting

Directory listing is a legal requirement rather than a credential. The Housing and Development (Renovation Control) Rules on Singapore Statutes Online require an HDB flat owner to engage a contractor listed in the Directory, with contravention carrying a fine not exceeding S$5,000, and Rule 6 separately makes it an offence for an unregistered person to advertise as a registered renovation contractor. HDB's Directory of Renovation Contractors page also sets out a demerit point system under which a contractor that accumulates 24 points within 24 months is delisted.

CaseTrust accreditation is the second record, and it is a far smaller pool than the Directory. CASE's media release of 9 February 2026 put the numbers on the record:

CASE is encouraged by the decline in complaints and prepayment losses involving renovation contractors, even as more HDB BTO and resale flats come into the market. With more homeowners renovating their new homes, having a larger pool of CaseTrust-accredited renovation contractors gives consumers greater choice and peace of mind. As of January 2026, 268 renovation businesses have been accredited under CaseTrust, marking strong progress towards CASE's target of accrediting 500 businesses by 2027.

Accreditation tracks the complaint record closely. CASE recorded 787 complaints against renovation contractors in 2025, the fourth-highest of any industry that year, down 18.2 per cent from 962 complaints in 2024, and its February 2025 release reported that approximately 97% of those 962 complaints were made against contractors that were not CaseTrust-accredited. Noble Interior Design Pte. Ltd. is listed in HDB's Directory of Renovation Contractors (DRC Ref: HB-12-5230A, UEN 201722629H) and is CaseTrust-accredited.

Ask which company actually builds the kitchen

A kitchen remodel is not one trade. Hacking and tiling, carpentry fabrication, stone fabrication, water and sanitary works, gas works and electrical works are separate skills held by separate people, and HDB's guidance for water, sanitary plumbing and gas works states that water service and sanitary works require a Public Utilities Board Licensed Plumber and that gas service works require an Energy Market Authority licensed gas service worker. The name on the quotation may execute some of that list and coordinate the rest.

Four questions separate companies faster than any portfolio. Who fabricates the carpentry, an owned workshop, a named subcontractor, or imported flat-pack that is only assembled here? Which stone fabricator cuts and installs the countertop, and does that fabricator template on site after the carcasses are fixed rather than working from a drawing? Who is the named licensed plumber and the named gas service worker, and will those names appear on the permit application? Who supervises daily, how many concurrent sites does that supervisor carry, and is the supervisor contactable without going through a salesperson?

Compare specifications, not headline numbers

Two kitchen quotations are comparable only when the documents describe the same objects. Carcass board type and thickness, edge banding, the brand and load rating of hinges and drawer runners, worktop material and thickness, splashback height and material, the number and type of cut-outs, and the treatment of service-yard doors and window reveals all move the number without changing a single line on the drawing.

Exclusions decide as much as inclusions. Appliance supply, hoarding and floor protection, removal and disposal of the old kitchen, debris haulage, making good adjacent surfaces and the final clean are routinely omitted from one quotation and priced in another, which is how two documents for the same room end up looking like different jobs.

CaseTrust's accreditation scheme for renovation businesses publishes terms that work as a comparison checklist even against a company that is not accredited:

Accredited businesses carry three further obligations worth asking any company to match in writing: adoption of the CaseTrust Standard Renovation Contract, a workmanship warranty of 12 months from the completion date of the works, and a deposit performance bond that safeguards deposit payments against closure, winding up and liquidation. A company outside the scheme can still be asked to cap the deposit, to schedule payments against completed milestones, and to put every variation in writing before the work is done.

Where negotiation fails, the forum has a ceiling. The Small Claims Tribunals Act 1984 defines the prescribed limit as $20,000 and the prescribed extended limit as $30,000, and section 5(4) gives a tribunal jurisdiction over a claim between those two figures only if the parties agree by a memorandum signed by them. That ceiling sits below the value of many full kitchen remodels, which is the practical argument against paying large sums ahead of work.

Compare how the site will be run

Kitchen remodelling sits at the noisy end of the trade, and the calendar is regulated. HDB's renovation guide allows general renovation work from 9am to 6pm Monday to Saturday with nothing on Sundays and public holidays, and confines noisy work such as demolishing walls and removing wall or floor finishes to 9am to 5pm Monday to Friday. A programme that schedules tile hacking on a Saturday is either wrong about the rules or planning to spend the neighbours' goodwill, and goodwill is what a flat owner needs when a delivery blocks the lift lobby.

When the smaller company is the right answer

The largest firm on a shortlist is not automatically the safest, and a full remodel is not automatically the right scope. Replacing carcasses, fronts and the countertop while leaving tiles, plumbing and gas untouched is a legitimate and much smaller job, and a two-person outfit that does exactly that work well will beat a large company treating it as filler between bigger contracts. The comparison worth running is between companies bidding on one written scope, with the same two records checked and the same contract terms offered, because that is the only comparison in which a lower number actually means better value.
